It depends what you want to do and how much money you have.

If you have a lot of money you can buy a cisco, or if you have less you can buy a quintum or any other kind of voip equipment.

If you want to be e resaller you can rent a softswitch or to buy one.

One of the most important system is the billing system to collect the minutes.
