one way audio to only some telephones

I have a subscriber using VOIP provided by at Cable company. The subscriber can not be heard by some people she calls, but in only one area code and only by people who have their service thru their local Cable company. The subscriber can talk and be heard by people called who have regular telephone service through the local telephone company. Also two way works fine when the subscriber receives calls from the people using VOIP service from the local cable company. The subscriber is in New Jersey and the calls with the one way audio are going to Florida area code 239.
